Luis Ayala
Director of the Port Authority of Melilla
Luis J. Ayala Navarro is the current Director of the Port Authority of Melilla.
With a strong background in engineering, Ayala Navarro has developed a professional career focused on port management. In his current role, he leads strategic projects such as the modification of the Port Spaces and Uses Delimitation (DEUP), aimed at improving port-city integration and optimizing the use of public port land.
He has also played a key role in presenting the Port Authority of Melilla’s Development Plan to Puertos del Estado, seeking support for major infrastructure initiatives, including the new cruise terminal and the redevelopment of the fishing dock.
His leadership is defined by an integrative and strategic approach, focused on strengthening the port’s competitiveness and sustainability while promoting economic growth and enhancing its connection with the city.
