International Register of Entities Committed to Blue Tourism
The participants in the Sun&Blue Congress, meeting in Almería on 20 November 2025, recognise the need to drive a tourism model that connects sea, activity, health, sustainability and community. From Almería, the blue gateway to the Mediterranean and a meeting point between Europe and Africa, we launch this Almería Declaration on Active Blue Tourism, with the purpose of inspiring an international network of coastal destinations committed to regenerative, healthy and inclusive tourism.

What does it consist of?
- Sustainability and regeneration: Protect, conserve and regenerate aquatic and coastal ecosystems. Tourism should give back more than it takes, restoring habitats and strengthening local communities.
- Natural connection: Promote experiences that foster a state of flow, where people move in harmony with nature and find physical, mental and emotional fulfilment.
- Innovation, safety and excellence: Commit to smart beaches, sustainable and digitalised energy and water systems, responsible digitalisation and safe, accessible and memorable experiences.
- Inclusion, accessibility and well-being: Guarantee universal accessibility and the participation of all people, including vulnerable groups, in active and marine tourism experiences.
- Active ageing and shared vitality: Promote physical activity as a source of longevity and intergenerational well-being, keeping curiosity and autonomy alive at any age.
- Territorial cohesion and collaboration: Foster cooperation between regions, ports, universities and coastal communities, promoting knowledge transfer and solidarity between territories.
- Incorporate the principles of Active Blue Tourism into their policies, strategies or activities.
- Collaborate in international networks and alliances that promote sustainable and inclusive aquatic destinations.
- Promote environmental education and a culture of respect for aquatic ecosystems.
- Participate in actions aligned with the Pact for the Oceans and the Sustainable Development Goals.
- Share good practices, data and indicators that drive innovation, science and sustainability.
- Actively contribute to the environmental, social and cultural regeneration of aquatic and coastal environments.
How to join?
Types of adhesion
The following may adhere to this Declaration: local, regional or national public entities, universities, companies, associations, sports federations, non-profit organisations and individuals committed to the principles of Active Blue Tourism.
Entities that adhere will become part of an International Register of Destinations Committed to Active Blue Tourism.
Formalisation
- Public entities must approve the adhesion by agreement of the competent body (plenary, governing board or resolution).
- Private or social entities will formalise their adhesion by means of a letter signed by their legal representative, indicating the commitments undertaken.
All adhesions will be sent to the Sun&Blue Congress (info@sunandblue.es) for registration in the International Register of Entities Committed to Active Blue Tourism.
Monitoring indicators
The International Register will publish an annual report with indicators such as:
- Number and type of adhering entities.
- Actions carried out and beneficiary population.
- Surface area or coastal stretches regenerated.
- Inclusive and accessibility actions implemented.
- Events or actions with international projection.
Specific commitments
Entities that adhere may voluntarily submit an Active Tourism Actions Report, covering the actions carried out and beneficiary population, the surface area or coastal stretches regenerated, active tourism activities carried out (indicating inclusive and accessibility actions implemented) and the list of events or actions with international projection.
- Environmental sustainability: measures to reduce ecological footprint, protect the coastline or promote clean energy.
- Active mobility and blue sports: promotion of sustainable walking, cycling or nautical routes.
- Inclusion and accessibility: programmes for vulnerable groups, universal accessibility in infrastructure and events.
- Education and awareness-raising: campaigns, conferences or awareness-raising activities linked to Active Blue Tourism.
The report will be prepared on a voluntary basis, and those destinations that submit it will be eligible for the new Sun&Blue Awards category on “Active Blue Tourism”.
Recognition
Entities adhering to the Declaration that show significant progress in their plan may receive the Active Blue Tourism Award, granted during the annual Sun&Blue Congress as public recognition of their commitment.
