International Register of Entities Committed to Blue Tourism

The participants in the Sun&Blue Congress, meeting in Almería on 20 November 2025, recognise the need to drive a tourism model that connects sea, activity, health, sustainability and community. From Almería, the blue gateway to the Mediterranean and a meeting point between Europe and Africa, we launch this Almería Declaration on Active Blue Tourism, with the purpose of inspiring an international network of coastal destinations committed to regenerative, healthy and inclusive tourism.

International Register of Entities Committed to Blue Tourism

What does it consist of?

  • Sustainability and regeneration: Protect, conserve and regenerate aquatic and coastal ecosystems. Tourism should give back more than it takes, restoring habitats and strengthening local communities.
  • Natural connection: Promote experiences that foster a state of flow, where people move in harmony with nature and find physical, mental and emotional fulfilment.
  • Innovation, safety and excellence: Commit to smart beaches, sustainable and digitalised energy and water systems, responsible digitalisation and safe, accessible and memorable experiences.
  • Inclusion, accessibility and well-being: Guarantee universal accessibility and the participation of all people, including vulnerable groups, in active and marine tourism experiences.
  • Active ageing and shared vitality: Promote physical activity as a source of longevity and intergenerational well-being, keeping curiosity and autonomy alive at any age.
  • Territorial cohesion and collaboration: Foster cooperation between regions, ports, universities and coastal communities, promoting knowledge transfer and solidarity between territories.

  1. Incorporate the principles of Active Blue Tourism into their policies, strategies or activities.
  2. Collaborate in international networks and alliances that promote sustainable and inclusive aquatic destinations.
  3. Promote environmental education and a culture of respect for aquatic ecosystems.
  4. Participate in actions aligned with the Pact for the Oceans and the Sustainable Development Goals.
  5. Share good practices, data and indicators that drive innovation, science and sustainability.
  6. Actively contribute to the environmental, social and cultural regeneration of aquatic and coastal environments.

Adhesions will form part of the International Register of Entities Committed to Active Blue Tourism, managed by the Sun&Blue Congress. This register will be updated annually and will include a monitoring report with indicators of commitment, good practices and impact results. Entities adhering to the Declaration may be publicly recognised for their leadership in sustainability, inclusion and the promotion of active blue tourism.

This Declaration is aligned with the principles of the Pact for the Oceans. It has the institutional support of the Almería City Council.

We invite all destinations, institutions, companies and coastal communities around the world to join this shared commitment. Through Active Blue Tourism, we promote a new relationship between people and the sea: a relationship based on respect, health, cooperation and regeneration. Because when a person moves in harmony with the sea, the wind and the land, the whole world is transformed into a space of balance, beauty and hope. In this shared flow, ageing becomes an active opportunity to continue living fully, with dignity and physical and cognitive autonomy.

In order to facilitate its global dissemination, the Almería Declaration on Active Blue Tourism will be available in several languages. The English, French and Portuguese versions can be consulted on the official Sun&Blue Congress website, together with the International Register of Committed Entities.
