José Enrique Millo

Secretary General for Foreign Action, European Union, and Cooperation of Junta de Andalucía

He holds a degree in Economics and Business Administration from the Autonomous University of Barcelona (UAB), specializing in Business Economics, and has also studied Politics and Governance at UPF-UB-ESADE. His professional career includes work in both the private and public sectors, having served as the Spanish Government Delegate in Catalonia from November 2016 to June 2018 and as the Territorial Delegate for the Ministry of Labor of the Generalitat in Girona from 1991 to 1995. He has also been a member of the Parliament of Catalonia, where he held various positions, and until his appointment to the Andalusian Government in 2019, he worked as an economist, advisor, and consultant. Until now, he was the Secretary General for Foreign Action.

SE02 - The European Water Resilience Strategy: A View from Andalusia

Description

The European Union is developing a Water Resilience Strategy that aims to prioritise water in policies on climate change adaptation, territorial cohesion, and ecological transition. This initiative, which forms part of the European Green Deal, has three main objectives: restoring and protecting the water cycle; promoting a water-efficient economy; and ensuring access to clean, affordable water for everyone.

The European Committee of the Regions has emphasised that water management must be considered not only from an environmental perspective, but also as an economic, social and territorial challenge affecting the competitiveness, security and well-being of citizens. The future strategy proposes collaborative governance, adequate funding and nature-based solutions as essential pillars for strengthening water resilience at all levels of government
