José Llorca

Head of Innovation at Puertos del Estado

José Llorca Ortega is a Civil Engineer from the Universitat Politècnica de Catalunya (1982) and a career official in the Senior Technical Specialist Scale of the Ministry of Defense (1986).

He served as President of the public entity Puertos del Estado from 2012 to 2018, a position he also held from 2000 to 2004.

He has also been President of the state-owned companies Puerto Seco de Madrid, S.A. (2012-2018) and PORTEL, Servicios Telemáticos, S.A. (2000-2004 and 2012-2018). Additionally, he has been a board member of SASEMAR, the Copa América Consortium, the CEDEX Council, and the Port Authorities of Marín, Las Palmas, Balearic Islands, and Tenerife. He is currently a member of the Board of Directors of the Port Authority of Tarragona.

Academically, he has been the Director of the Intermodal Transport Master's Program at the Universitat Politècnica de Catalunya.

He is currently responsible for Innovation at Puertos del Estado and the Capital Fund for boosting entrepreneurship for innovation in the port sector, “Puertos 4.0.”
