Degree in Political Science and Sociology from the Complutense University of Madrid, Master in Public Management (Centro Superior de Estudios de Gestión Análisis y Evaluación UCM), Master in Leadership and Public Management (UIMP-INAP), expert in Policy Evaluation and Quality of Services (AEVAL-UCM) and Diploma in "New forms of leadership and political transformation" (EILx- Goberna).

He has extensive experience in smart territories, as he has held responsibilities in this area as a member of the Cabinet of the Secretary of State for the Information Society and the Digital Agenda, while he has been the coordinator of the National Plan for Smart Territories. He has been president of the Technical Committee for Standardization 178 of UNE (Smart Cities) since 2014.

SHe has developed his professional career in different organizations, being an advisory member of the Undersecretariat of the Ministry of Industry, Tourism and Trade (April 2009 to February 2011), director of organization, technological development and risk control of the International and Ibero-American Foundation for Public Administrations and Policies (FIIAPP) (February 2011- May 2011) and advisor of the National Commission of the Postal Sector (CNSP), regulatory body of the postal market, (May 2011 to October 2013). He has also held the General Management of the National Institute of Communication Technologies (INTECO, currently INCIBE), under the Ministry of Industry, Tourism and Trade (March 2006/March 2009), as well as the Management of the Telecommunications Observatory for the Information Society of Red.es (July 2004/October 2006) and the Management of the Technical Office, which within the C.A.T.S.I, defined the Convergence Plan on which the Avanza Plan was elaborated (July 2004/October 2006).
